Found another bug that works in the player's favor. So I pre-ordered fallout 76 in the bethesda launcher but refunded after seeing I had to redownload the entire thing to play the beta. Fast forward to now some time after the steam release. I see Fallout 76 in my steam library and I own it. Apparently, if you had synced your steam and the bethesda launcher, if you purchased 76 on the bethesda launcher, you get a free steam copy. But here's the bug, I had refunded and got my money back but the launcher still game me my free steam copy when it released on steam so the launcher didn't recognize the refund (probably because they could not possibly conceive that someone would want to refund their amazing game) and gave me the steam copy anyways. So thanks for the free game Bethesda even if it is a bug infested mess.
